former Minister of Science, Technology, Energy and Mining

Mr. Phillip Paulwell C.D. M.P. attorney-at-law is the former Minister of Science, Technology, Energy and Mining and is the Member of Parliament for the constituency of Kingston East and Port Royal. He is currently leader of Opposition Business in the House of Representatives and Opposition Spokesman on Mining and Energy.

Prior to his latest appointments, Mr. Paulwell served as a Government Minister in the People's National Party administration between January 1998 and September 2007 as Minister of Commerce, Science and Technology. During the past administration, 2011 —2016, he served as Minister of Science, Technology, Energy and Mining and Leader of Government Business in the House.

His appointments to the Executive began in 1995 when he was appointed to the Upper House as a Senator where he served until 1997. He served as Minister of State in the Ministry of Industry, Investment and Commerce during the same period.

He entered the Lower House as a Member of Parliament in 1997 after winning the election in the constituency of Kingston East and Port Royal. His electoral victory in December 2011 marks the beginning of his fourth consecutive term of political representation in this populous section of the Kingston Metropolitan Area.

Among his many achievements as a Government Minister and Member of Parliament, Mr. Paulwell is credited with the liberalization of the telecommunications sector. In 2000 he was the recipient of the Gleaner Honour Award for implementing historic measures to break the 25-year telecommunications monopoly and introduce competition in the sector. He was also recognized by international organizations including the International Telecommunications Union as well as the Caribbean Telecommunications Union. In 2015, he was accorded the Order of Distinction in the Rank of Commander (CD) for over 20 years of distinguished service to Parliament.

During his tenure as Minister with portfolio responsibility for Energy, he has been credited with giving momentum to the diversification of Jamaica's Energy sources and the promotion and facilitation of millions of dollars of investment in wind and solar energy.

Prior to 1995, Mr. Paulwell served in very senior positions in the Government of Jamaica — Legal Officer of the Jamaica Commodity Trading Company Limited, Executive Director/ Trade Administrator of the Trade Board Limited and first Executive Director of the Fair Trading Commission.

Edmund Bartlett

Recognized for his wide-ranging expertise and accomplishments in the political arena, Honourable Edmund Bartlett has given over thirty-five years of service to Jamaica, working both in the Senate and in the House of Representatives.

Mr. Bartlett was first appointed Minister of Tourism in 2007, serving until December 2011. Prior to this appointment, he already had a solid track record of service as an outstanding legislator in central government in both Chambers of Parliament. While serving in the shadow Cabinet following his first stint as Tourism Minister, Mr. Bartlett traveled the world forging alliances with strategic partners for global initiatives. He returned to the helm of the Ministry of Tourism following his party’s victory in Jamaica’s February 2016 general election.

As one of the world’s leading Tourism Ministers, Mr. Bartlett has represented Jamaica regionally and internationally. Recently, he chaired the Board of Affiliate Members of the United Nations World Tourism Organization (UNWTO) and during his first tenure as tourism minister he served as Vice Chairman of the Executive Council of the UNWTO, representing the Americas. He is the first to serve on the executive of both the public and private sector arms of this prestigious organization.  Mr. Bartlett has also served on the Council of Ministers for the Caribbean Tourism Organization (CTO) and as Vice Chairman of CTO. This wealth of experience has made him a much sought-after speaker at tourism-related fora.

Mr. Bartlett is an ardent proponent of public private partnerships (PPPS), which he considers essential to the sustainable development of the tourism industry. Recently, Mr. Bartlett was awarded Minister of the Year Worldwide by the Pacific Area Travel Writers Association in March 2018 and Caribbean Tourism Minister of the Year at the Caribbean Travel Awards 2017. He was also the recipient of the 2016 Caribbean Tourism Minister of Distinction award at the recent African Diaspora World Tourism Awards. In 2016, he was awarded Caribbean's Leading Personality for Outstanding Services to Tourism at the 23rd World Travel Awards. In 2012, Mr. Bartlett was conferred with the Order of Distinction in the rank of Commander (CD) for outstanding and important services to Jamaica and in 2010, was conferred with the Commander of Number of the Order of Civil Merit of Spain on the order of the King of Spain.

Mr. M. Sevala Naik is a career diplomat and joined the Indian Foreign Service in 1995. He has served in Indian Missions in Tehran (1997-1999), Rome (2002-2005), Kuala Lumpur (2009-2012) and in the Ministry of External Affairs, New Delhi as Director (2006-2009) in Central Europe Division. He has also served as Head of the Regional Passport Office, Hyderabad from 1999-2002. Now he has been serving as High Commissioner of India to Jamaica and assumed his charge of duties on 23 August, 2016.  Prior to his present appointment, he served as Consul General of India in Munich from August 2012 to July 2016.

Pooja was a national level athlete, hockey player as well as a NCC cadet before she gave it all up to pursue her professional career. Shrishti Sahu is a serial entrepreneur and an angel investor. She has a degree in mechanical engineering (with a focus on automation and robotics) from the University of Warwick and a certificate in Capital Markets and Investments from Harvard University. She has 7+ years of entrepreneurial experience and has worked on e-commerce, social impact and financial technology start-ups. Her expertise lies in business development, growth hacking and technology. Her financial technology start-up, Aqaya, was focused on digital and financial inclusion and was acquired by a leading NBFC in India. It processed 30 Crores worth transactions on its android application monthly and served 483,000 customer accounts.

In 2014, University of Warwick recognized her as an ‘Inspirational Alumni’ alongside internationally known writers, politicians, academics, scientists and lawyers.

In 2016, Shrishti was selected as one of the 12 fellows for Rajeev Motwani Fellowship, a prestigious recognition for entrepreneurs from India and Pakistan for a Silicon Valley Immersion program and for the GSBI cohort by the Miller Center of Social Entrepreneurship, Santa Clara University. She was also one of the 10 women selected for Women Entrepreneur Quest, a program organized for women entrepreneurs in technology by the Anita Borg Institute, Department of Science and Technology, Government of India and Indo-US Science and Technology Forum.

She has worked extensively with FICCI FLO for its Women Empowerment initiatives as a part of which she launched FLO’s National E-commerce Cell in partnership with ShopClues. She is now a part of the Innovation, Science and Technology committee of FICCI.
